Policy for securing the Health of the Citizens of the Khilafah

Hizb ut-Tahrir / Wilayah Pakistan has issued a Publicized Policy Position (PPP) regarding ensuring health is a right and not a luxury, for all the citizens of the soon to arrive Khilafah, regardless of religion, school of thought, gender or race.

Preamble: Democracy has made good health care a luxury

The state of Pakistan's health care is appalling with widespread, preventable life-threatening disease, inadequate patient health education, poor unaudited treatment protocols that are not based on medical evidence, lack of an integrated health system with primary, secondary and tertiary facilities, poor local clinical training and the absence of strong, original medical research strongly linked to local disease and health requirements. Currently, the private sector accounts for approximately 80% of all outpatient visits. Domination by the private sector has converted health care from a service into a business and health care into a luxury, not a right. Increasing costs of private doctor’s fees, medicines and diagnostic tests have made affordable treatment difficult for most people in Pakistan.

This awful state of affairs reflects attributes of the model for Pakistan's current rulers, the foremost exponent of Democracy, the US. In the US too, Democracy has converted patients into customers and health into a luxury. Democracy has privatized health care and drug research to benefit small elite, who now profiteer from the misery of millions. By privatization, both medical drugs and medical care is now unaffordable for most of the world and even for many within the Western world. Medical insurance companies were formed to help make medical payments, but they themselves have added to the problem, allowing the private hospitals to raise their prices further. Medical debt is now cited as the single biggest factor in 62% of all personal bankruptcy in the United States. Fifty million Americans do not have health insurance, as they cannot even afford that. Approximately 18,000 of this fifty million die every year because they do not have health insurance, so cannot afford treatment. This is whilst a small elite represented by medical facility providers, drug companies and health insurance companies profiteer immensely from the misery of millions, through privatization of health, drug patency laws and insurance laws, all secured by Democracy, the “Best Revenge” of the gray-suited men on the masses.

This pitiful situation in the world is a far cry from the time of the Khilafah, where the state supported a strong predominately public health sector, in accordance with the commands of RasulAllah (saw), for example during the Ghazwah Khandaq he came across wounded soldiers and he ordered a tent be assembled to provide medical care. Public hospitals or “Bimiristan” (Abode of the Sick) were a great relief for the people. They served all people regardless of their race, religion, citizenship, or gender. The al-Mansuri Hospital, established in Cairo in 1283, had accommodation for 8,000 patients. There were two nursing attendants for each patient, who did everything for his/her comfort and convenience and every patient had his/her own bed, bedding and vessel for eating. This hospital treated in-patients and out-patients giving them free food and medicine. There were mobile dispensaries and clinics for the proper medical care of the disabled and those living in the remote areas.

Knowledge was free without restrictions or patenting, either of process or product, allowing reverse engineering as well as explosive innovation and development. Medical faculties had a strong representation within university as well as allied facilities for clinical research in hospital and out-patient settings. Muslims doctors preceded the world in medical research by decades if not hundreds of years in fields as diverse as ophthalmological surgery to cardiac care. With world leading health care centres, medical personnel and medicines, rulers of foreign nations used to migrate to the Khilafah for treatment as the favoured destination, setting a strong precedent for the concept of medical tourism.

B. Political Considerations: Health provision under democracy is heath for the wealthy for the benefit of the extremely wealthy

B1. Democracy privatizes health, making it a luxury, not a right of the people upon the state

Democracy has privatized health care, allowing small elite to profiteer from it through providing medical facilities and then create medical insurance companies to profiteer from the fact that most of the people cannot afford private medical care. Democracy separates religion from life's affairs, which is secularism. It hands over law making to the people of influence and wealth who can now make law to further increase their influence and wealth. The dominant aspect of capitalism is now freedom of ownership which allows the elite group to successively privatize the rights of the masses, so that they can benefit from them as the masses have nowhere else to go. So alongside privatization of energy interests, such as petrol and electricity, Democracy has added to the misery of the people by advocating complete privatization of medical care facilities and drug research. Under Democracy, people are financially crushed by private medical facilities, parasitic insurance companies and drug companies. It is privatization that has led to the huge concentration of wealth. Even through the current global economic crisis, the wealthiest 1% has become even wealthier, whilst hundreds of millions have become jobless and homeless. This fanatical drive for privatization without consideration of the people's right directly led to the Wall Street Movement with the people proclaiming “We are the 99%.” As such the central pillar for Democracy, “freedom of ownership” is actually “deprivation of ownership” and its “privatization” is “usurping the right of the people.”

B2. Democracy favours a small elite through patency laws

To further the profits of the small elite, democracy has also privatized knowledge, through patency laws as the result of Intellectual Property Rights (IPR), allowing the small elite to profiteer from it immensely through drug companies. The discussion on Intellectual Property Rights arose after the Industrial Revolution. After living in the shadow of the world’s leading nation, the Khilafah, for centuries, and lost in its Dark Ages, Europe was making advances in science and technology. However, in Democracy, with freedom of ownership, the knowledge for the inventions is “owned.” The issue was highlighted after a scientific exhibition in Vienna in 1873, in which many potential exhibitors withdrew because they were worried their inventions would be copied. Democracy sprung into action to protect its sponsors and now jealously protects the intellectual activity of these companies at arriving at that idea or invention. It secures the company the right to control access to the invention and prevent others from using the invention. Therefore, no-one can use the invention, and improve on it, taking science forward. Rather they have to re-design and re-invent from scratch.

Patents on pharmaceutical products and processes provide drug companies with monopolies over the production of medicines, allowing them to fix prices at high rates to maximise profits. The WTO-TRIPS (Trade Related Intellectual Property Rights) Agreement is being used as a basis for enforcing patents. The cosignatory nations are obliged to implement high standards of intellectual property protection, including the minimum 20-year protection for patent rights, effectively eliminating competition from local companies and allow for increased prices of medicines beyond the reach of even more patients in the developing countries. Life-saving drugs now cost thousands of dollars, which is beyond even the dreams of millions in most of the world, who do not even earn a thousand dollars in an entire year. And drugs related to diseases of wealth such as obesity, Type II Diabetes, got take precedence over diseases of poverty such as acute life-threatening chest infections and diarrhoeal illness.

C. Legal Injunctions: Health and medical care is obliged on the state for all the citizens, regardless of race, school of thought or gender

C1. Medical care is a right of the citizens upon the Khilafah state

In its Introduction to the Constitution, Hizb ut-Tahrir has adopted in Article 125, “Health and medical care are from the obligations of the State such that they must be readily available for the citizens, from the angle of clinics and hospitals, and public utilities used for treatment by the Muslims. So, medical treatment from this angle is part of the interests and public utilities. The interests and public utilities must be undertaken by the State since they are from the issues that the State is responsible over, in accordance with the words of the Messenger: “The Imam (ruler) is a guardian,  and responsible (and will be questioned) for his subjects.” (reported by Al-Bukhari from Abdullah Bin Umar). This text is general regarding the responsibility of the State for health and medical care since they are part of the obligatory responsibilities of the State...  In his capacity as a ruler, the Messenger sent a doctor to Ubay, and Umar (ra), the second righteous Khalifah, called a doctor for Aslam to treat him, which are two evidences that health and medical care are from the essential needs of the citizens that the State must make sure are readily available for whoever needs them.”

To fund this explosion in health care, the Khilafah will restructure revenue generation according to the Shariah rules to accelerate educational progress. It will generate huge revenues from public properties such as energy and state enterprises such as large scale construction and manufacture of machinery. It will establish Kharaaj on agriculture and end the oppressive income and sales tax that has strangled economic activity. It will also refuse to pay the interest based loans from the colonialists and others, which eat a third of the expenses of Pakistan as debt-servicing, in the knowledge that the loans have been paid many times over due to interest. So, whilst the Khilafah dominates the health sector, Islam does allow private facilities to provide health care for profit. Thus the Khilafah will restore the correct balance to securing the health of the people.

Hizb ut-Tahrir states in its “Introduction to the Constitution, Article 164 The State provides free health care for all, but it does not prevent the use of private medical care or the sale of medicine... As for the permissibility of hiring a doctor, and paying him a fee, this is because seeking treatment is permitted (Mubah); as mentioned previously the Prophet said: “O Slaves of Allah seek treatment”, and since treatment is a service that the one paying for can achieve, therefore, the definition of hiring is applicable to it, and there has been no prohibition narrated regarding it.”

C2. Knowledge is free for the people to benefit, including medical research

Islam defined what can be owned privately and what cannot, the existence of a thing or a benefit does not mean that it can be owned. Islam explained who can own what, so for example, an individual cannot own an energy resource, such as electricity generation plant or oil field. It also defined the limits of ownership, how an item can be disposed of. Regarding knowledge, it is not a matter for privatization, allowing great development and excellence in research.

Hizb ut-Tahrir states in its “Introduction to the Constitution,” Article 180 “The exploitation of writing books for educational purposes at whatever level is strictly forbidden. Once a book has been printed and published, nobody has the right to reserve the publishing and printing rights, including the author. However, if they were ideas he had, which were not yet printed or published, the owner has the right to be paid for transferring these ideas to the public as he paid for teaching. However, if the teacher imparts something verbally or through writing, the knowledge that the learner took becomes possessed by him, and so he has the right to impart that knowledge to anyone else whether verbally or through writing, and he has the right to take a fee for it.”

With regards to trademarks, these are specific identifying marks to a particular person or company, like a company name such as Glaxo, or a product produced by a particular company like Zantac. The name is an identifying feature, so this cannot be copied, as this would be deception, and the Khilafah would prevent this.

D. POLICY: The Khilafah is to set world standards for health care and medical research

Policy for Agricultural Development, Food Security and Rural Prosperity

Hizb ut-Tahrir Wilayah Pakistan has issued a Publicized Policy Position (PPP) regarding ensuring strong agricultural development upon the vast agricultural lands of the soon to be established Khilafah, Insha’Allah.

Preamble: Man-made laws have denied Pakistan its true agricultural potential

A1. It is known that the Muslim Lands under whilst they implemented the laws revealed by Allah (swt) were the agricultural marvel of the world. At a time when Europe was stricken by starvation and famine, one of the factors that drew the crusaders to attack the blessed lands of Ash-Sham was their immense agricultural wealth to the point that the crusaders conceived they are going to the "land of milk and honey." Moreover, during Europe's Dark Ages, the Muslim Lands were an essential nexus for introducing essential crops and also the concept of summer irrigation to the West. As for the Indian Subcontinent, under Islam, it was an agricultural powerhouse, producing 25% of the world's GDP, with a formidable export profile, inciting the greed of the British colonialists over the vast wealth in agriculture, particularly spices and condiments. However, when these revealed laws were replaced during the British occupation by man-made laws, there was a wide-scale famine within the same lands under this British Raj, leading to the deaths of hundreds and thousands through starvation. Until now man-made laws are implemented in the field of agriculture, denying Pakistan its true potential as an agricultural powerhouse.

A2. With large tracts of arable land mostly fed by one of the world largest Indus river system, four distinct seasons, diverse landscape and large pool of semi-skilled labor force, Pakistan is gifted with immense agricultural potential. Agriculture has been a dominant source of growth and development for Pakistan's economy. It feeds people, provides raw material for industry and is the basis of Pakistan's foreign trade. It contributes nearly a quarter of the gross domestic product and over half of export earnings, employs nearly 45% of the labor force, and provides income to nearly two-thirds of the rural population. In addition to the main food commodities, agriculture provides raw material to agro-based industries and generates revenue through export of raw and finished goods. In the last twenty years, the average annual growth rate of agricultural output is estimated at about 4%, with a lower rate of 3% in the last five years. However, Pakistan's existing land is underutilized. The total area of the farm land of Pakistan is about 30 million hectors, out of which 22 million hectors is being cultivated and the rest amounts to the cultivable waste, out of the cultivated land about 6 million hectors of ploughed area remains un-cropped annually, only 7 million hectors area is sown more than once a year.

All of this is achieved, despite the lack of government support for the agricultural sector, with farmers being forced to use primitive farming methods, devoid of techniques to increase yield such as modern irrigation networks and engendering resistance to disease, as well as the lack of cultivation upon all arable land or reclamation of arable land reclamation

A3. Moreover, any growth in agriculture has had little effect on rural poverty. In fact it has worsened. Man-made laws have led to the concentration of wealth in the hands of the few, as is the inevitable outcome of capitalism, despite several rounds of land reforms. Millions are without a means to earn a decent living to secure their basic needs and Pakistan's rural population is a true case of starvation in the midst of plenty. According to Pakistan human development reports about 57.4% poor are working for land owners without wages. That is why non-farm activities have become a substantial source of income for agricultural households, especially those with little land of quality or no land. Armies of rural people are forced to leave their villages to descend upon the cities in search of livelihood, only to end up sleeping on the streets and standing in long lines for poorly-paid menial labor jobs. Agricultural credit facilities in Pakistan add to the problems. The rate of interest on agricultural credit is high and loans are neither provided in time nor cater to total demand for loans. Farmers are obliged to borrow from informal sources. About 50.8% poor borrow at a very high rate of interest. It is a common saying about our farmer that "he is born in debts, grows in debts and dies in debts."

B. Political Considerations: Man-made laws cause and deepen agricultural under-productivity and rural poverty

B1. After the abolition of the revealed Shari’ah laws, capitalism ensured the concentration of land ownership in the hands of a few. Though the British left, capitalism remained and so this concentration continues to be the dominant feature of Pakistani agriculture. The wealthiest 4% of rural households own over half of all cultivated land; yet 49% of rural households are completely landless. Landless farm workers farm the land of land owners and then must pay rent to them, such that the majority of landowners are absentee owners just living off the rent. So, those who practically cultivate land benefit little of it, whilst those who own the land benefit immensely. The so-called "Green Revolution" of 1960s worsened matters, by allowing a small elite to take back previously leased lands and eviction of previous tenants. This further increased rural poverty and led to a flood of rural workers into the cities, in a frantic search for alternative livelihood. And what is left to fall in between rural workers migrating to cities and absentee land owners is gross under-utilization of Pakistan's abundant agricultural lands.

B2. No matter who comes to rule in democracy, the Kufr colonialist laws it implements worsens the plight of the Muslims because democracy is not bound to implement the revealed laws of Islam. Thus, Benazir Bhutto's government first introduced corporate farming in the late 1990s. It declared corporate farming an industry and approved 19 multi-national companies for business. A major boost to the policy framework came in 2001-2, when Musharaf's government passed the Corporate Agricultural Farming policy and Corporate Farming Ordinance, which provided a legislative basis, along with a series of tax breaks to potential foreign investors. The 2009 policy package announced by the Kayani-Zardari government offers competitive incentives to foreign investors in agriculture with the unprecedented release of vast tracts of state land to foreign investors.

And under the Kayani-Nawaz government these policies will bring further unemployment, hardship and under-productivity. Whilst local farmers are crushed by heavy taxation on essential agricultural inputs such as fertilizer, seed, machinery, transport and fuel, foreign companies enjoy preferential treatment regarding ownership of land, import of machinery and equipment as well as remitting their profits back to their foreign states. Moreover, foreign companies will favor cash crops that are used in their own economies, rather than being concerned about food crops essential for Pakistan's food security. Thus as a result of implementing colonialist policies, democracy will ensure that Pakistan's local agricultural capacity will be usurped by foreign companies and Pakistan's ability to feed and clothe itself will be undermined, making it more dependent on more expensive foreign imports.

C.  Legal Injunctions: Maximizing land cultivation and rural prosperity, whilst securing food security

C1. The return of the Khilafah will boost agricultural production and rural employment, thus increasing Pakistan's food security and prosperity by restoring the Islamic land laws in the Indian Subcontinent. Uniquely, Islam strongly links the issue of ownership of the land with its cultivation. So regardless of whether the land-owner has large tracts of lands, or small tracts of it, he must supervise its cultivation personally. And the state will assist the owners in cultivation, whether through grants or through interest-free loans.

In its Introduction to the Constitution, Khilafah has adopted in Article 136, "Everyone that owns land is compelled to use it, and those that require financial help are given money from the Bayt Al-Mal to enable them to utilise their land. If anyone neglects utilising the land for three years continuously, it is taken from them and given to someone else."

If the owner of land is unwilling or unable to cultivate his agricultural land despite assistance being offered, he is not allowed to hire it to another to cultivate it. RasulAllah (saw) said: "Cultivate it or give it to your brother."

In its Introduction to the Constitution, Khilafah has adopted in Article 135, "It is completely prohibited to rent land for agriculture, irrespective of whether the land was Kharajiyyah or 'Ushriyyah. Likewise, temporary share-cropping is also prohibited. Musaaqa (renting trees for a portion of their yields) is permitted without restriction."

And Islam encourages the revival of uncultivated agricultural land by granting ownership to the one who revives dead land to agricultural productivity. RasulAllah (saw) said: "whoever revives a dead land, it belongs to him" [Tirmidhi]

Thus, in its Introduction to the Constitution, Khilafah has adopted Article 134, "Dead land is possessed through its revival and fencing."

C2. The Khilafah will abolish the foreign ownership of agricultural lands. Moreover, the Khilafah will free local farmers from the burdens of heavy taxation on agricultural inputs by restoring the just Shari’ah system of revenue generation, Kharaaj and Ushr, which is upon potential and actual agricultural production respectively. This will be an immense boost to food security as well as domestic prosperity as the Ummah enjoyed for centuries under Islamic rule. Thus today the Khilafah will prioritize the crops that allow its citizens to have their basic needs of food and clothing met completely, with excess production being used for foreign trade as part of building relations with other nations to carry the call of Islam to them. This in turn would mandate a state sponsored program to develop agriculture levels to standards that lead the world, including irrigation, fertilizer, disease prevention, arable land reclamation and new advances such as bio-fuels. It will establish strong pastures to support a surge in livestock availability.

In its Introduction to the Constitution, Khilafah has adopted Article 165, "Development and investment by foreign funds within the State are forbidden. It is also prohibited to grant franchises to foreigners."

In its Introduction to the Constitution, Khilafah has adopted in Article 133, "Tithed land ('Ushriyyah) constitutes land within the Arabian Peninsula and land whose owners had embraced Islam, whilst possessing the land, before the Islamic State conquered them by Jihad. Kharajiyyah land is all land, other than the Arabian Peninsula, which was opened by jihad, whether through war or peace treaties. The 'Ushriyyah land, together with its benefits, is owned by individuals, whereas the Kharajiyyah land is owned by the State, while individuals own its benefits. Every individual has the right to exchange, through Shari'ah contracts, the tithed land and the benefits of Kharaaj land. All people can inherit these, the same as with all other wealth."

D.    POLICY: The Khilafah as an agricultural powerhouse

D1. Efficient use of agricultural land occurs by linking land ownership to its mandatory cultivation. The Khilafah will provide grants and interest free loans to enhance cultivation. Islam provides for ownership of dead agricultural lands by its revival. This will not only enhance food security it will greatly boost the rural population's share in the wealth.

D2. Ending colonialist agreements with their destructive taxation conditions and imposed foreign operation, by replacing them with Shari’ah based revenue generation and land ownership laws, including Kharaaj and Ushr to allow these lands to return as they once were, food baskets for the wider region.

D3. The Khilafah will establish extensive irrigation systems to lands near and far from water sources. It will open nurseries and laboratories for the development of stronger seed lines, better fertilizer as well as improved disease prevention and resistance, so that the Khilafah will be self-sufficient in agriculture including grains, fruits, vegetables and bio-fuels.

Policy regarding Indian aggression

Hizb ut-Tahrir Wilayah Pakistan has issued the following Publicized Policy Position (PPP) over the aggression by the Hindu state, brought to sharp focus in the recent tensions over the Line of Control. It is being circulated amongst the general masses, influential, media circles, legal fraternity, political and intellectual medium. It is accompanied by a call for the Nussrah (Material Support) from the people of power to Hizb ut-Tahrir for the establishment of the Khilafah, so that the practical looking after the affairs of Muslims can begin with immediate effect.

A.    PREAMBLE: Hindu aggression is consequence of our support of America's war

It is the Kayani-Zardari regime's policies that have bolstered Indian aggression against us, whether in the recent border tensions or previous ones. Since the Clinton era, the regime's master, America, has wanted to exploit Pakistan to win over India to its sphere of influence, with the promise of the permanent burial of the Kashmir issue, enhancing India's presence in Afghanistan, strengthening India’s economy by gaining access to our huge market and the reduction of our military capabilities, including our nuclear weapons. As General Musharraf's right hand man, General Kayani assisted Musharraf in establishing America’s military and intelligence presence to unprecedented levels within our borders, as well as providing the means for establishing and maintaining the American occupation of Afghanistan. Although the beneficiary of the Musharraf-Kayani partnership was America, America promptly opened the doors to the target of its aspirations, India, who now enjoys unprecedented influence within Afghanistan and the opportunity to create chaos within our borders. Moreover, India breathed a sigh of relief as Kashmir was abandoned and our armed forces are now ensnared in America's war of Fitna, as made clear in Kayani's revision to the army's military doctrine in the Green Book. All this is how India has the nerve to look our armed forces in the eye today.

B. POLITICAL CONSIDERATIONS: Factors favoring the return of Muslim dominance over South and Central Asia

B1. America and India's hold on Afghanistan is purely dependent on Pakistan, its logistical support, its intelligence and its professionally competent armed forces.

B2. The Hindu state is a fragile rule, with a tendency to collapse. It is based on bigotry to the point that there are a myriad of secessionist groups, which seek the division of India. It is incapable of providing security and prosperity to non-Hindus or even Hindus of lower castes.

B3. The Hindu state is energy dependent on the huge gas and oil reserves with the Muslim Lands and upon Pakistan for access to these resources.

B4. Islam is a unifying force for the Muslims of South and Central Asia that are over half a billion in number, of which nearly 200 million are in the Hindu state itself. The combined forces of the Islamic Ummah are approaching six million, those of the Hindu state stand at one million. The call for Khilafah has permeated through Central and South Asia, so the platform for the reunification of the Muslim Lands is in place.

B5. There are many non-hostile non-Muslim states in the region who resent American and Indian aggression on their doorstep. They are also amenable to access to the huge resources of the Muslim Lands.

C.  LEGAL INJUCTIONS: Pertaining to relations with hostile non-Muslim states, other non-Muslim states and the current Muslim states

C1. To treat hostile non-Muslim states on a war stance. These are nations who have occupied Muslim Land or other acts of similar aggression.

As Hizb ut-Tahrir has declared in its 2013 Manifesto for Pakistan, States that have occupied Muslim lands or which are involved in active war against Muslims e.g. America, Britain, the Jewish State and India. Relations with these countries will be established upon the basis of Harb Failan (Active War). No diplomatic, economic or cultural relations will be established with such hostile states and nor will the citizens of these states be allowed to enter the Khilafah. Relations with these states will be established on the policy of active war, even if there is temporary cease fire with them. So diplomatic, economic and cultural relations with these states will be continually suspended

With those states which have not occupied Muslim lands, but they have intentions to occupy Muslim lands. With such countries there will be no diplomatic, trade and cultural relations. However, citizens of these states will be allowed to enter the Khilafah on a single entry visa.”

C2. To regard the current Muslim states as the subject of unification, for the Khilafah is a single state for all Muslims

As Hizb ut-Tahrir has declared in its 2013 Manifesto for Pakistan, The Khilafah is a system of unity, where Morocco in the West is considered to be the same as Indonesia in the East. It will be the largest state and most resourceful in the world, inshAllah. The Muslims are obliged to live in one State, and be ruled by one Khaleefah...... As soon as the Khilafah is established in a single strong country or a strong group of countries, the Khilafah will undertake a plan of unification of all the Muslim countries as one state. A unified Ummah, under one state will have more energy resources, population, lands and soldiers than any of the existing world powers.”

C3. To establish relations with non-hostile non-Muslim states for the purpose of carrying the call to Islam to the entire world

As Hizb ut-Tahrir has declared in its 2013 Manifesto for Pakistan, Apart from states mentioned above, it will be allowed for the Khilafah to establish relationships with non-belligerent non-Muslim states. Whilst continuously monitoring the international political scenario, the Khilafah will accept and reject agreements to further the call of Islam. Agreements may be economic, diplomatic or cultural in nature, but all these agreements must be according to Islam. The Khilafah state with its immense oil, gas and mineral reserves, powerful army, strategic position in the world, political vision, deep understanding of international political situation and an Ummah with vitality, will avoid political isolation on the world stage and will aspire to acquire the status of the leading nation.”

D.    POLICY: The return of Islam's dominance over the Indian Subcontinent

D1. Closing the supply line to NATO forces in Afghanistan, which is the basis for India increasing its strategic depth. Expelling all American and Indian officials and diplomatic missions from its territories. Ending all energy and trade relations with India and America.

D2. Delivering messages to all Muslim countries for the unification of Muslim Lands as a single Islamic State, in particular to their armed forces to support the people in overthrowing the agent regimes, including Bangladesh, Afghanistan, Iran, Uzbekistan. Issuing a general call to the Muslim armed forces that the solution to Kashmir and Afghanistan are their liberation and annexation to the rest of the Muslim Lands.

D3. Inciting all non-belligerent states of the region to cut off the opportunities for Hindu and American mischief and offer favourable relations and incentives with the Muslims. Initiate a regional media campaign about what the Khilafah has to offer for its citizens, irrespective of race, gender, religion or school of thought.
